Kópavogur is the second-largest municipality in Iceland by population, located immediately south of Reykjavík and part of the Capital Region. [2, 3, 7, 11] Its name translates to "Seal Pup Bay," and its seal features the Kópavogur Church and a seal pup. [2, 3, 7] Historically, Kópavogur is significant as the site of the 1662 Kópavogur meeting, which marked Iceland's full incorporation into Denmark-Norway. [2, 3, 7] The "Kópavogsmódelið" refers to changes made to the preschool system in Kópavogur in the autumn of 2023, which involved making six hours of daycare free but increasing costs for longer hours and increasing the number of formal closing days.
